Speaker: Josephine Axt, Los Angeles District
Chief of Planning, ARMY Corps of Engineers
The Los Angeles District encompasses 226,000 square miles in four states, protects
420 miles of Southern California shoreline from Morro Bay to the Mexican border, and
supports nine military bases.
Josephine R. Axt has been the Chief of Planning Division at the Los Angeles District U.S. Army Corps of Engineers for almost two years. She leads the 70 person Planning Division in the formulation and evaluation of solutions to water resource issues like flooding, ecosystem degradation, and navigation improvements. Before returning to the Corps of Engineers, she headed up Northern Ecological Associates' (NEA) Santa Fe, New Mexico office and managed
a diverse array of wetland restoration projects. Her responsibilities included leading interdisciplinary technical teams, managing pre-restoration data collection and analysis, directing the restoration design process, and coordinating public outreach. Before starting with NEA, Dr. Axt worked with the New York District U.S. Army Corps of Engineers, where she was a section
chief in the Environmental Analysis Branch. Dr. Axt received her Ph.D. in Environmental Science and Public Policy from George Mason University in Fairfax, VA. Her research focused on the biogeochemical cycling of phosphorus in non-tidal palustrine forested wetlands and its relationship to non-point source pollution and eutrophication. She received a National Science Foundation Postdoctoral Fellowship to continue her research at the National Environmental Research Institute in Denmark.
